Does it keep images and tables?

No. Muhawwil carries over the text and paragraphs. Layout, images and tables are not copied.

Can it convert a scanned PDF?

Only if the PDF contains real text. A scan that is just a picture of a page has no text to extract.

Does it work with Arabic PDFs?

Yes. Arabic text is extracted and written to the Word file right-to-left.
